It was a cold, dark night, during the midst of the Meiji Revolution. Women and children who had been sold into slavery are wandering the streets of Japan, when a group of sword-baring thugs take the slaves and kill them one-by-one. Among the slaves, there was a young boy by the name of Shinta, cared for by three women whom were also sold into slavery. The three women beseach the men to not kill the boy, however, as each woman is viciously murdered, the boy's death seems inevitable. That is, until one man appears. His name is Seijuro Hiko, and with a few quick slashes of his sword, he easily kills the murderous bandits. Little does the boy, Shinta, know that this man will eventually be the man who trains him to become one of the most feared assassins of the Bakamatsu. And from this day forth, this boy's name will be Kenshin.
The story of Tsuiokuhen elaborates on the enigmatic ending of the Kyoto Arc of the Rurouni Kenshin series. It explains how Kenshin obtained his cross-shaped scar, as well as how Kenshin lost a person he had loved dearly in Kyoto. More importantly, it tells why Kenshin refuses not to kill anyone during the peaceful time of the Meiji, but instead, to protect the lives of the people using his reverse-blade sword.
