(Synopsis) When Big Brother Eight Taels is about to die, he appoints his midget assistant to be his successor. However, this dwarf has accidentally switched identity with Kow Wai, who looks exactly like him. Kow becomes the leader of the mobsters and orders them to turn the triad organization into a legitimate business. He even falls in love with the rival's daughter. When Kow is eventually discovered to be a fake, his fate is left to his fellow gangsters.
